He was formerly Chairman of the Philippine Coconut Authority (PCA) during the incumbency of President Corazon Aquino and concurrently Undersecretary of Agriculture.
Upon leaving the Philippine Coconut Authority, he assumed the position of Executive Director of the Amsterdam-based Common Fund for Commodities which was set up by the UNCTAD. He also served as Philippine Ambassador to the Republic of Italy. He was concurrently permanent representative to the Food and Agricultural Organization (FAO) and the International Fund for Agricultural Development (IFAD). After his stint with the foreign office, he joined the board of the United Coconut Planters Bank and its subsidiaries like the Coconut Industry Investment Fund (CIIF) and the Coco Chemical Corporation.
Today, he sits as a trustee of the board of the University of Asia and the Pacific (UA&P) as well as that of the Center for Research and Communications (CRC) and holds the Diosdado Macapagal Professorial Chair in Political Economy of the University. In the business sector, he sits in local and international boards of directors where he acts as a senior consultant. He is also active in social projects.
